Military ID and subpoenas via “Diyu”: Ministry of Digital Transformation commented on Umerov’s statement

The idea of introducing electronic military tickets in Ukraine came as a surprise to the Ministry of Digital Transformation, but Ukraine is ready to cooperate with the Ministry of Defense on the digitization of its military.

Defense Minister Rustam Umerov has set new tasks for his ministry to digitize the military, including the introduction of electronic military identity. However, Apostrophe wrote on September 7, citing anonymous sources at the ministry, that no agreement has been reached with the Ministry of Digital Transformation on this issue.

Will there be an electronic ticket to the “Dіє”

“This idea belongs to the new Defense Minister Rustam Umerov, which means you have to ask him: Does he want a military ID in the Ministry of Defense?” said. .

He noted that on Thursday (September 7th), representatives of several Ukrainian media had approached the ministry to comment on Umerov’s statement on the introduction of electronic military tickets in Ukraine. However, they are not aware of this initiative in the relevant department, because it was a “surprise” for everyone.

“If the Ministry of Defense appeals to us, if anything is certain, then Mikhail Fedorov will make an official statement”, – Said a source from the Ministry of Digital Development.

Electronic military identification in Ukraine: what is known

The new head of the Ministry of Defense of Ukraine, Rustam Umerov, announced for the first time electronic military identification at the plenary meeting of the Verkhovna Rada on September 6.

The Minister of Defense began his speech by stating that the abbreviation VVK (military medical commission) should be a thing of the past. He also set new tasks for his department:

  • digitize all processes;
  • initiate a unified enlistment registration;
  • digitize all processes that allow this;
  • Enter an electronic military ID.

“All information on a soldier should be in digital form: electronic military ID, digitization of VVK and hospitals, electronic journal, a report for the army,” said Umerov.

According to him, the issue of cyber security is a separate working priority of the ministry.

Umerov said, “The army should not waste its time filling up useless piles of papers. For example, I heard that every company commander from the army fills an average of 11 magazines and other documents every day. This is unacceptable for a warring country.” stressed.

When will the electronic military ID be activated?

The head of the Ministry of Defense Rustam Umerov did not specify the exact dates when the innovation will be implemented. But he described the entire digitization process of the military as a priority for his department’s work.

Recall that at the beginning of April 2023, the head of the Ministry of Digital Transformation, Mikhail Fedorov, announced the conditions for sending subpoenas via instant messaging. According to the Deputy Prime Minister, it is now technically impossible to send subpoenas via Viber or Telegram, as there is no electronic record of those responsible for military service in Ukraine.

And on March 13, 2023, the Ministry of Digital Transformation noted that subpoenas through Diyu are not foreseen. Also, the head of the Ministry of Digital Development, Mikhail Fedorov, said that the service of issuing subpoenas could damage the reputation of the Dii brand, which the Ministry of Digital Development wants to do “the best service for the world”.
