“EBooking” will be launched in Ukraine through “Diya”: who and how can avoid conscription

By the end of 2023, the Ministry of Economy of Ukraine plans to launch an electronic system for booking specialists from mobilization through the public service service “Diya”. Forbes learned the details and explained how the procedure could be improved and accelerated.

Reservation of key employees after the outbreak of a full-scale war has become a sensitive issue for Ukrainian businesses, especially the IT sector, despite various attempts to improve the procedure. The government wants to improve the situation with an electronic system and has already shown a preliminary draft to businesses.

The project is already ready

The Ministry of Economy and the Ministry of Digital Development announced the e-Reservation system in July 2022. As Deputy Minister of Economy Igor Fomenko reported, there were 4,000 critical enterprises and more than 500,000 reserve employees in Ukraine. Now the press service of the Ministry of Economy told the media that the process is progressing slowly and should be completed in the coming months.

Dmitry Zinchenko, legal expert of the project office “Diya. City”, added that the technical part of the system was taken over by the Ministry of Digital Development. In his opinion, this should speed up the approval of Ukrainians’ lists for reservation. But first the Ministry of Economy needs to complete the organizational part, and the cornerstone in this matter will be a decision of the Council of Ministers regulating the interaction of the electronic system with the authorities, tax service, Pension Fund and business.

The ministry itself says it has written a preliminary draft of the decision but may still make changes. According to this document, Ukrainians will be able to use the eBooking service through Diyu and will not launch a separate application for this.

How will e-Reservation work?

The service will show company executives how many soldiers they can book. Data on this will be taken from the records of the Ministry of Defense, the General Staff of the Armed Forces of Ukraine and central authorities.

Managers will also be able to check a specific employee: whether he is subject to reservation, whether he has military expertise, whether he needs to update his data in the Regional Recruiting Center (TMC). If the person meets all the conditions, he or she may be granted a deferment for six months. If the TCC requires clarification, a person can still be appointed for a period of one month; During this period, he must provide the necessary information and after that the company will be able to fully appoint such an employee.

When “E-Reservation” starts working, booked specialists will receive an extract from the register of booked persons, and not a paper extract from the order of the Ministry of Economy. There will be a QR code for control at the border and checkpoints.

Why are reservations so important for IT?

The Ministry of Economy emphasized that the digitalization of booking will not change the existing rules. As Maria Shevchuk, acting general director of BT Ukraine, told Forbes, a flawed procedure hinders the restoration of the IT industry in the country. NBU data shows that by the end of 2022, this sector was Ukraine’s third largest supplier of foreign currency, generating $ 7.3 billion in sales abroad, and in the eight months of 2023, exports decreased by 8.2% (about $ 403 million).

According to Ministry of Digital Transformation statistics reviewed by Forbes, 3,500 people from 157 technology companies were deployed in Ukraine as of October 11 – less than 1% of all IT employees estimated by the IT Ukraine association. almost 363,000.

Maria Shevchuk believes that electronic booking can simplify and speed up the process by eliminating a number of bureaucratic obstacles, but it will not fundamentally change the situation. GigaCloud Ukraine CEO Vladimir Belov called the main problem the procedure for updating military registration documents – a person who comes to the TCC to clarify his data risks being sent to the army faster than the company has time to book him. As a result, IT people don’t want to go there.

Previously they wrote about whether Ukrainians could avoid conscription if they were not registered in the “Obereg”. The Department of Defense says the data on such men will be pulled from other government records.

Recently, the State Border Service of Ukraine was told which men of military age can go abroad. There are various categories of people who will be evacuated from the country without any problems, despite martial law and mobilization.
