“Diya” launches two important services for Ukrainians: who can use them

The exchange of housing certificates will be carried out in test mode for another seven days, but the online vehicle registration service will be available on December 20.

New services have become available for Ukrainians in the administrative services mobile application “Diya”: exchange of certificates for housing and buying and selling cars online. Ukrainian President Vladimir Zelensky announced this in his speech at the Diia Summit event on Tuesday, December 19.

The head of state noted that during the four years of the application’s existence, 14 digital documents and more than 130 online services have been made available to Ukrainians on their smartphones. Also a new service is being launched: online exchange of certificates for housing. It will be available in test mode for the first week, after which the use of this option will be increased.

Housing certificates are issued by the state to compensate for the real estate destroyed as a result of Russian aggression. Within five years of receiving them, Ukrainians can use them to buy an apartment or house in primary and secondary markets anywhere in Ukraine, except for occupied territories and communities located in areas of active hostilities. Now in the “Diya” application you can apply for compensation for damaged or destroyed housing and view existing certificates, but for now you only need to replace them by contacting the relevant authorities or the “Diya” service center.

Additionally, the online service for buying and selling cars on Dii will go live at midnight today. This means you can buy or sell a car in just 15 minutes via your smartphone and receive a new registration certificate and license plate by mail.

Mikhail Fedorov, Minister of Digital Transformation of Ukraine, summarized the changes in the digital application during the 4-year work period and emphasized that “Diya” has become a part of the lives of Ukrainians and an effective way to provide services to people. – both in evacuation and occupation. And with the onset of a large-scale invasion, digitalization has not stopped. The head of the relevant ministry also noted that IT specialists managed to launch more than 70 services in the application and portal, rethink the Diya.Osvita platform and lay the basis for Diya.Engine electronic records.

Let us also remind you that a new service for drivers was launched in the Diya application in mid-November. Ukrainians can get their new driver’s license by ordering at the Ukrposhta branch or by courier, but this is not free.

We also wrote that starting from the beginning of November, train tickets to Ukrzaliznytsia can be purchased through the Diya application by verifying your identity with a signature. According to Minister Mikhail Fedorov, the innovation will help combat high bids – they will be detected and blocked.
