Not for conscripts, but for the army: Ministry of Defense spoke about the Army+ application

The app, which will be released in preview this summer, will simplify document management and services for the military. The program will not include any documents belonging to civilians responsible for military service.

The Army+ application for military personnel will be released in the summer of 2024 and will provide better service to the army by digitizing magazines. Ukraine’s Deputy Minister of Defense for Digitalization Ekaterina Chernorenko told the dou.ua website about this.

The program is being created together with the Ministry of Digital Transformation of Ukraine. For privacy reasons, a small group of people are allowed to develop it. There are four commands that create different functions. The Legal Department creates the legal and regulatory documents necessary for the program to operate. Business analysts choose which services to run first. A group of programmers directly develop the program, and cybersecurity experts take care of protecting it. Current developments in the program were created by experts of the Ministry of Defense. However, in the future, the ministry will involve Ukrainian IT companies in development work.

Previously, the Ministry of Defense had mentioned some of the services that will be included in Army+. These include a comprehensive knowledge base to assist military personnel in their service. Online training courses allow you to engage in professional personal development. Reports and military personnel IDs will also be available electronically, making services and combat systems more accessible. There will also be feedback forms so that the state can intervene quickly on certain issues.

“We see Army+ as a super application for the army, containing all the necessary services and digitalizing all processes. It is a one-stop shop that embodies a radical change in the relationship between military personnel and the state,” says the deputy minister. . One-stop shopping is the concept of an environment where consumers can get everything they need in one place.

A survey was conducted among the military to determine the services most needed to implement the program. The first of these will be reports on holidays for annual and family reasons, as well as a report on annual financial assistance for health improvement. There will be more services in the future. A function for online monitoring of the status of a submitted report is being developed.

“There will be individual people in the ministry’s department who will support Army+, collect and filter feedback. We are interested in receiving real and objective feedback. Feedback through the application will definitely affect the identification and elimination of illegal things,” says Ekaterina. Chernogorenko.

The electronic defender’s ID is equivalent to a military ID. Rank, position, military unit, etc. are included in the document. information will be included. It will function the same as a paper document. The electronic form will reduce the number of situations where identification is not possible due to the unavailability of a paper ticket.

An electronic document is under development, which will be an excerpt from the Unified Electronic Register of Military Personnel, Soldiers and Reservists “Oberig” with the working title “Defense Certificate”. It will indicate the status of the person responsible for military service: whether he is fit for service, where he is registered, etc. This document will not be included in Army+ – the program is aimed specifically at the military.

The creation of the Army+ application is preceded by the amendment and adoption of laws and other actions necessary for its operation. These changes are still in their infancy. Regulatory legislation is needed even to confirm the title of a document. According to the development schedule, the beta version of Army+ will be available in the summer. There is no talk yet about the app’s interaction with Diie, but the ministry does not rule out such a possibility.

Let us remind you that the Unified State Register “Obereg” is valid for civilians responsible for military service. It is already used at the border to prevent illegal exit from Ukraine.
