Kirby emphasized that Putin’s “contrary to his statements trying to shift the blame to Ukraine, the United States and anyone else who fits their political narrative, it is clear that ISIS bears full responsibility for last week’s horrific terrorist attack in Moscow.”

He reminded that Moscow had been warned about the threat of attack. A corresponding letter was issued to Russia, warning US citizens against large gatherings and concerts in Moscow.
“We are providing this information to Russia because the United States takes its responsibility to warn very seriously and never wants to see innocent lives lost in terrorist attacks,” Kirby said.
