These will include industrial consumers importing electricity from EU countries.
The Ukrainian government has determined the category of consumers whose electricity will not be cut off. These include industrial consumers importing electricity from the European Union. This is stated in the relevant decision of the Cabinet of Ministers of Ukraine.
“Electricity imports are one of the means of reducing the generation capacity shortage in Ukraine’s energy system, which has arisen as a result of Russia’s systematic bombing of power plants since October last year,” the government said in a statement.
The document states that trade flows between EU countries and Ukraine and Moldova are now agreed. they made it up 0.7 GW at night and 0.6 GW during the dayHowever, although these capacities reduce the imbalance in electricity imports, they are not enough to completely close the capacity deficit in the evening hours.
Meanwhile, the government has declared that additional incentives are needed to attract electricity imports, given the “day-ahead” market prices in EU countries, which are significantly higher than in Ukraine. It is the guarantee of a continuous supply of electricity to industrial enterprises after the signing of the relevant contracts.
“Additional guarantees for electricity importers from the EU will allow the redistribution of released capacities of Ukrainian production. Thus, it will reduce the total number of disconnected subscribers,” the Cabinet said.
At the same time, the government does not rule out that unscrupulous businesses may appear that will operate without shutting down by importing insignificant amounts of energy. In order to avoid such situations, importers are required to supply at least as much as their own consumption on 22 September 2022. However, in this case, hourly deduction programs will not apply to them.
