Chairman of the Finance Committee of the Verkhovna Rada identified the 5 largest creditors and donors that account for almost 100% of Ukraine’s external financing.

At the end of 2023, the volume of external financing of the Ukrainian budget lags behind the needs of the state, which is in an all-out war against Russia. This was reported by Daniil Getmantsev, Chairman of the Verkhovna Rada of Ukraine’s Committee on Finance, Taxation and Customs Policy.

According to Getmantsev, partners received $ 37.43 billion to finance the budget of the current year, in particular, about two billion dollars in November.

Chairman of the Finance Committee of the Verkhovna Rada also announced a scheme of the structure of external financing of the Ukrainian budget, and also revealed the top 5 creditors and donors, which account for almost 100% of external financing.

“Pay attention to the top 5 donor lenders accounting for 95% of all external financing in 2023,” Getmantsev writes.

“Ukraine was ahead of schedule or on schedule in attracting foreign aid for most of the year. However, by the end of the year, the pace of this withdrawal slowed down somewhat. Let me remind you that there is also an estimated foreign financing need for 2023.” The budget, originally estimated at $42.3 billion, increased to approximately $44.5 billion after budget changes in October. NBU’s need is estimated at about $45 billion, Getmantsev recalled.

According to him, this averages around $3.7 billion per month, while actual revenue currently (based on 11-month results) amounts to $3.2 billion.

Daniil Getmantsev also reminded that there is one month left until the end of the budget year and during this period it will be necessary to maximize the withdrawal of foreign financial assistance.

“In December it will definitely be higher than in November because the availability of grant support from the US and the next tranche from the IMF is expected,” he added.

But to close possible gaps in December, Daniil Getmantsev believes that it is also useful to intensify the placement of Ukraine’s internal government loans (OVGZ) bonds and strengthen liquidity management in the single treasury account.

“December will also be a decisive month in terms of consolidating plans to attract external financing for next year. We continue to work, realize our domestic revenue plans and expect good news from Washington and Brussels,” he said.
