The rights of the army and Bezuglaya: the people’s deputy, the Rada did not make a single decision and dispersed for two weeks

On Thursday, March 28, the Verkhovna Rada of Ukraine could not make a single decision and the meeting was closed due to lack of majority. This was announced in Telegram by Yaroslav Zheleznyak, the first deputy chairman of the Tax and Customs Policy Committee of the Verkhovna Rada, people’s deputy of the Golos group.

Before lunch, the President of the French National Assembly, Yael Bron-Pivet, spoke to the Ukrainian parliament. His speech was interrupted by an air raid alert. Not all MPs returned to the parliamentary hall after the lights went out.

“Even before the meeting started, it was clear that no more than 226 deputies would gather today, so the meeting focused only on the failure of resolutions, as well as the speeches of guests from France,” Zheleznyak wrote.

According to him, only 109 people were represented in the session hall during the first vote.

Ultimately, the MPs failed in three blocking resolutions that prevented the Speaker of the Verkhovna Rada from signing the bills:

  • 9667-1P (17 votes) on clarifying the legal basis of the Fund’s regulation of banks’ participation in the system of guaranteeing deposits of individuals;
  • 10313P and 10313-1P1 on ensuring the social protection rights of military personnel and police officers (41 and 41 votes).

“With this, the meetings in March are over. Everyone… worked hard,” Zheleznyak said.

He announced that the Verkhovna Rada would next meet for a meeting “probably in two weeks.”

Bezuglaya’s exit from the Servant of the People group

During the meeting, Deputy Speaker of Parliament Alexander Kornienko announced that the Presidium of the Verkhovna Rada has not yet received a statement from Deputy Maryana Bezugla about leaving the Servant of the People faction. People’s Deputy from European Solidarity Irina Gerashchenko reported this on Telegram.

“Maryana is a liar. Do you remember how pathetically she said that she had written a statement to leave the SN group? Today European Solidarity called on the chairman of the general assembly, Kornienko, to immediately make this public, because 2 months have passed. Gerashchenko wrote.

In response, Bezuglaya posted a message on Facebook in response to Gerashchenko, where he stated that he had “not been officially released” from the group.

“I applied to leave the group, but it was rejected, ‘wrongly filled out’. In short, they did not officially let me go. I left the Servant of the People party and went through all the procedures. All questions, Bezuglaya emphasized, should be directed to the leadership of the group.

People’s Deputy Zheleznyak shared his vision of this situation. He reminded that apart from Bezugla’s resignation from the presidential group, the parliament was not considering a decision regarding the resignation of another “servant” from the parliament. Zheleznyak did not specify who exactly he was talking about. This is probably Vyacheslav Medyanik, who wrote a statement on the subject in February.

According to him, the Servant of the People group officially has 235 deputies. The coalition must consist of 226 people’s representatives.

“Currently the difference is small, 10 votes, and if two more MPs are released, it will be 8th in the general classification. And in the future, this is quite a big risk. In fact, a small majoritarian group in the Council of Representatives will be able to question the existence of the Coalition. Therefore, no one will be released anymore ….Only when there are no other options,” Zheleznyak believes.

He described the question as “purely political.”

Let us remind you that on February 19, Servant of the People Deputy Vyacheslav Medyanik wrote a statement regarding his resignation from parliament. The Verkhovna Rada has not yet terminated its powers.

In January, the chairman of the presidential group, David Arakhamia, said that 17 MPs from the single majority had expressed a desire to resign from their positions. However, political forces decided that he would be dismissed only if the health conditions were suitable for this.

On March 20, Ukrayinska Pravda journalists published material claiming that the Servant of the People group in parliament was close to “final disorder”. It is claimed that dozens of people’s representatives want to resign.

David Arakhamia, in turn, denied problems with the single majority and denied rumors about its possible collapse. He reminded that the Servant of the People had been prophesying collapse since 2019.
