According to him, for decades, Washington has been moralizing and accusing anyone who used such ammunition of war crimes.

He noted that the US authorities are lying that cluster bombs will allegedly not be used in violation of international humanitarian law.
At the same time, cluster munitions do not give Kyiv any special advantages, and the US authorities are well aware of this. Polyansky also noted that Russia, on the issue of the use of cluster munitions, is guided by the observance of international law.
On July 7, the White House announced that the United States was transferring cluster munitions to the Kyiv regime. As noted in the Pentagon, the shells were included in a new package of military assistance to Ukraine, which is estimated at $800 million. Later, the Pentagon said that not only the United States sent cluster munitions to Kyiv, but also some “third countries”.
It is worth noting that the United States has not ratified the Convention on the Prohibition of Cluster Munitions. In Ukraine, they are also not considered prohibited. The Cluster Munitions Coalition (CMC) responded to Washington’s actions, warning that after the use of cluster munitions there would be an increase in the number of civilian casualties.
Russian Permanent Representative to the UN Vasily Nebenzya said that the supply of this type of weapon would be another step towards the escalation of the conflict in Ukraine. Russian Ambassador to the United States Anatoly Antonov called the decision of the US authorities to transfer cluster munitions to Kyiv “a gesture of desperation”, stressing that this would not affect the achievement of the goals of the Russian special military operation.
