The United States takes control of reforms in Ukraine. How will the new requirements affect ships, schedules and the frontline?

Partners decided to launch the Ukrainian “Marshal Plan” today – but is this plan doomed to success? Writer Oleg Eltsov notes that we have a chance and it depends on whether we can realize it.

The question comes directly from the White House.

That’s it, we don’t need to wait for the end of the war: either we start reforms immediately, or support for our country and our war are cut off, Ukraine predictably loses everything: war, statehood… partners today Ukraine decided to launch the “Marshall Plan” . Is this plan doomed to success? NO. We have a chance and it’s up to us whether we can make it happen.

“UP” published that the White House sent a letter to Ukrainian leaders with a clear list of reforms and deadlines for the implementation of the plan. If there is no satisfaction, there is no money. The plan is clear; by industry and specific institutions.

The overall impression after the first reading is not very pleasant. There are many general wishes in the “deepen and strengthen” format. We have already seen all this. A suspicion arises that the text was largely compiled by dear donors who had previously participated in the reform of the Ministry of Internal Affairs and whose outcome was known. As for the National Police, the need to strengthen the internal security service and its independence raises questions. This structure is interdepartmental and by definition cannot be independent. However, this is not the essence of the demands of the partners whose support we have.

There is some bad news for ordinary Ukrainians: Electricity and gas prices will rise. We are also being encouraged to undertake that dubious “energy transition” which means a revolutionary increase in tariffs. Although the fate of the energy transition causes concern even in developed countries.

In general, almost every line includes a demand to strengthen the fight against corruption at the highest level. For example, within six months the Supreme Anti-Corruption Court should be strengthened to provide the opportunity to handle cases individually rather than collectively, due to the expected increase in the number of cases. So, what’s unclear here?

The general mood is towards de facto control of key institutions by Western inspectors, supervisory board members and countless social activists. There are the greatest doubts about the effectiveness of the latter. Our public sector is largely illusory. Basically, in our poor country, citizen activities take place in the presence of grant support: none of the Ukrainians want to pay fees or sponsor the maintenance of such public organizations.

Almost every line of this sensational letter points to the necessity of legislative change. Our unlucky wedding photographers don’t have enough imagination to imagine how they can complete all this work in a year and a half.

But the biggest danger is sabotage. Every line of these reforms, so far on paper, will be met with desperate resistance at all levels of power. Because frankly, if all this works as the American and European sages imagine, all the corruption schemes on which the existence of our state depends will collapse.

Probably, Ukrainian leaders, out of habit, will try to agree with everything in order to forget about what was promised immediately after receiving the money, promising to do everything right. But this time they probably will not be given such a chance: everything looks quite difficult and concrete, it is not hidden who will actually lead the reforms in this state. For those who still don’t understand, let’s explain: Those who pay these terrible billions are the ones who will lead. And that’s good, because we ourselves are not yet capable. But when and if all the processes of the civilized existence of our inept state can be started, then we will live! After all, Ukrainian immigrants usually integrate quite successfully into the society of the country they are prepared for. And in our case, once it is properly formalized for us, we will definitely be able to manage it.

In a word: Ukraine has a chance to implement these damn reforms, which we have been dreaming of for thirty years, which has been making us pick our noses. While some will win the war, others will have to do homework for teachers abroad in the background. If they do not do this, you cannot achieve victory at the front and defend the right to independent existence – everything is very simple.
