The rules of the game are changing with the West. What do the US demands towards Ukraine mean?

About the Washington Regional Committee’s letter and economic policy

Since August last year, the United States has been paying us almost regularly financial aid in the form of grants (i.e. non-refundable aid) to support the budget. Since the beginning of the year, this has been a “stable” amount of $ 1.25 billion, which is guaranteed to be included in the budget reports of the Ministry of Finance and in reports on foreign exchange reserves of the NBU. Something happened in August. Payment was delayed for no apparent reason. Foreign exchange reserves and budget revenues immediately fell, and the foreign exchange market was visibly shaken.

We mortals learned what had happened much later, when the reports came out. But judging by the activities around Kolomoisky, the Ministry of Defense and the hasty adoption of e-declarations, it was clear that something was up. When Uncle Blinken arrived (and by that time mere mortals had already learned about the “hijacked” $1.25 billion) everything fell into place. There were a lot of guesses there about what he was talking about with our leadership, e-notifications or Kolomoisky. But the latest letter from the Washington Regional Committee showed that everything was much more serious.

To understand, the IMF’s demands are just a kindergarten, a group of teenagers, compared to what was stated in that letter from Washington. The main thing the IMF does is to balance balances so that expenditures are consistent with available resources and foreign exchange inflows at least approximately coincide with outflows. All other “IMF requirements” were added to the trailer and, as a rule, were not a priority. Problems with meeting the requirements of the IMF, as a rule, were caused by the fact that balancing the balances harmed the broad masses of the population, because it is easy to index social services, but very difficult to “return the mincemeat”.

The letter from Washington, on the contrary, puts such a clear emphasis on institutions and public administration that this time it will be critically painful not for the broad masses but for the elites – and I dare say that this may be a hoax. modifier

This is a very interesting development of events, because until August our Western partners traditionally put all the “nuances” of inner life into the folder “for now”, and this seemed very strange. The first signs of the change in winds were already noticeable at the conference in London. But requesting financial aid in August and hanging such a sensitive list of demands publicly (!) at all poles in September is a very sharp turn.

This picture is complemented by the arrival in Kiev in September of the new EU Ambassador Ekaterina Maternova, who is very sympathetic to Ukraine, but at the same time understands well what is what (this is what they say about her). And on September 14, the White House appointed Penny Pritzker as special envoy for the restoration of Ukraine. So, there are already certain people who have the authority to go into detail and have great influence over half of our budget revenues that we receive in the form of grants and loans from the US and the EU.

The economic part (as long as it does not concern the economy) is starting to take certain shapes. I can’t say that this picture is rosy because we are talking about the supervision and control of the cake allocated to us. But so far nothing is known about how to grow our own national wealth pie. But at least something is becoming clear about the approach of our Western partners to organizing the economic part.

From everything that can be seen from publicly available sources, it seems that we can expect very drastic changes in terms of the organization of the country’s economic activities (sorry, I cannot say anything about the economy, because it is all about distribution, not Creation). I hope more clarity will be added soon, especially on the economic side, because we seriously need it.
