Russian President Vladimir Putin will avoid focusing on the war in Ukraine during the upcoming election campaign. This conclusion was stated by experts from the Institute for the Study of War (ISW) in a report dated November 8.
Analysts noted that Russian President Vladimir Putin will not focus his 2024 presidential campaign on the war in Ukraine, but will instead focus on the so-called “stability of Russia” and criticism of the West, according to Russian media.
Russian opposition media outlet Meduza reported that two sources close to the Russian Presidential Administration said that the presidential campaign aims to portray Putin as a leader who has made Russia an “island of calm”.
Meduza sources noted that Putin’s ratings increased following criticism from the West. Propagandists will tell the Russian public stories about “difficulties” in Western countries and the alleged inability of the United States to simultaneously support Ukraine and Israel. During the election campaign, the war in Ukraine will be discussed only on the condition that “Russia achieves very serious success on the front” and not on the continuation of the “positional war”.
The Kremlin-backed United Russia party has reportedly realized that using the war in Ukraine in its campaign ahead of the September 2023 State Duma elections is ineffective and counterproductive.
But as ISW analysts note, the Kremlin and United Russia leadership’s concerns about domestic support for the war do not mean that the party or Putin’s dominance of Russian politics faces a potential threat in the upcoming presidential election.
