UN discusses new resolution against Russia: what the West wants

The UN General Assembly began to study the draft of a new anti-Russian resolution proposed by Western countries. This was reported to RIA Novosti by sources in the organization on February 12, 2023.

According to them, the document echoes the “peace plan” of Ukrainian President Volodymyr Zelensky. One of the interlocutors of the agency said that the purpose of the resolution is to ensure “comprehensive, just and sustainable peace in Ukraine.”

About what the new resolution might include and what consequences it might have for Russia, REN TV said political scientist Sergei Markov.

“Ideal of the West”

According to Sergei Markov, possible decisions on the resolution of the Western countries are planned for the anniversary of the special military operation and involve the exclusion of the Russian Federation from the UN Security Council.

“Their ideal is the exclusion of Russia from the UN Security Council and the adoption by the UN Security Council of a resolution on comprehensive total sanctions against Russia”said in an interview with REN TV political scientist.

However, according to the expert, such a decision will be impossible to make, since Russia is one of the founders of the UN and a permanent member of the UN Security Council with the right of veto that the Russian Federation will impose on such decisions.

“In addition, most countries of the world are against the exclusion of anyone, especially Russia, from the UN Security Council. And China in this case is Russia’s ally”added the expert.

What could be the basis of the anti-Russian resolution

Markov believes that the West’s efforts in considering a possible resolution will be aimed at showing that the world is gradually moving towards more condemnation of Russia. The political scientist suggested that the document would be peaceful in nature, and it would be based on the 10 steps to peace put forward by Vladimir Zelensky at the G20 summit.

“Of course, there is no peace in these Zelensky proposals, if only for the simple reason that Zelensky himself leads a regime that is repressive, that fights against its own people and that massively uses terrorism, including nuclear”– said the interlocutor of the TV channel.

Earlier, Markov recalled, the UN General Assembly passed resolutions against Russia by a majority vote, when the veto was not in effect.

When considering a new anti-Russian resolution, the actions of the West will be focused primarily on breaking the record for the number of countries that voted for an anti-Russian resolution, the specialist concluded.

One of the interlocutors of the agency said that the text of the resolution echoes the “peace plan” of Ukrainian President Volodymyr Zelensky, which, among other things, involves the transfer of territories to Kyiv, including Crimea. The draft document states that the General Assembly “reaffirms its commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders, extending to its territorial waters.” Although Crimea was recognized as Russian by the results of a referendum.

In addition, the GA calls on Russia to immediately withdraw its armed forces from the territory of Ukraine and stop strikes against the country’s critical infrastructure. At the same time, the General Assembly considers it necessary to bring to justice the most serious “crimes” committed on the territory of Ukraine through “fair and independent investigations” at the national or international level. It should be noted that there are no similar requirements for Kyiv in the text. The project does not mention the need to stop the shelling of Donbass by Ukrainian troops.

The resolution may be voted on during a special session of the General Assembly on February 22, 2023. It was convened by Western countries and Ukraine, timed to coincide with the anniversary of the start of a special military operation.

According to RIA Novosti sources, the authors want to achieve maximum support for the resolution by members of the General Assembly and break the record for the number of votes for an anti-Russian document. Earlier, the largest number of votes was won by a document that does not recognize referendums in the DPR, LPR, Zaporozhye and Kherson regions. At the same time, the resolutions of the General Assembly are not binding, in contrast to the resolutions of the Security Council.
